Tenant and Office Build-Outs
Leased space, finished and ready for business on your opening date.
Tenant and Office Build-Outs in Toronto and across Ontario
Leased space almost never arrives ready for business. Tenant and office build-outs is our interior finish-out service for tenants, landlords and property managers: converting shell or second-generation space into a working office, clinic, store or restaurant.
We review the landlord's work letter and building rules, coordinate the design around your operations, manage permits, and build to pass inspection the first time. Many build-outs happen inside occupied centres and office buildings, and we plan the work so neighbouring tenants keep trading.
Harborline Sterling Construction Inc. is principal-led. One of our co-founders, Mansoor Alam Khan or Maqsood Mohammed, oversees every project, so decisions get made quickly and you always know who is accountable.
What tenant and office build-outs includes
Every project is different, but these are the parts of the work we take responsibility for.
Lease and work-letter review
We read the landlord's work letter, base-building standards and construction rules, and clarify what is landlord work and what is tenant work before pricing.
Design coordination
Space planning, architectural and engineering drawings, and coordination with your furniture, IT, security and equipment suppliers.
Permits and approvals
Building permit applications, landlord approvals and any health unit or other approvals your use requires.
Interior construction
Demising walls, partitions, ceilings, flooring, millwork, doors and hardware, washrooms, kitchens and finishes.
Building systems
HVAC distribution, lighting and power, data cabling, plumbing, sprinkler head relocations and fire alarm devices, coordinated with base-building systems.
How the work runs
The same disciplined backbone we use on every project, adapted for this kind of work.
Lease review
Work letter, landlord rules and base-building conditions understood before design is finalized.
Design and permit
Drawings, pricing and permit applications completed in parallel to save time.
Build
Interior construction scheduled backward from your lease date and opening date.
Open
Inspections, occupancy, deficiencies and a space ready for your team and customers.

How long does a tenant build-out take?
A small office or retail fit-out may take a few weeks of construction once permits are issued; restaurants, clinics and larger spaces take longer. Permitting and long-lead items often drive the overall timeline, so we start them first.
What is a landlord work letter?
It is the part of the lease that defines what the landlord provides and what the tenant builds, and often includes an allowance. Understanding it early avoids paying for work the landlord owes you.
Do I need a building permit for a tenant fit-out?
Most fit-outs involving partitions, plumbing, HVAC or a change of use require a permit. We confirm requirements and handle the application.
Can you build in an occupied plaza or office building?
Yes. We follow landlord construction rules, schedule noisy work after hours where required, and protect common areas and neighbouring tenants.
Do you handle restaurant build-outs?
Yes, including kitchen exhaust and fire suppression coordination, grease interceptors, and preparing for the local public health inspection before opening.
Do you work for landlords as well as tenants?
Yes. We build turnkey units, demising and base-building upgrades for landlords and property managers preparing space for new occupants.
