A principal-led builder, accountable on every job
Harborline Sterling Construction Inc. is a Toronto-based general contractor founded and led by Mansoor Alam Khan and Maqsood Mohammed. When you hire us, you get one accountable team from permits to keys: one contract, one point of contact, and one builder responsible for the schedule, the budget and every inspection in between.
That matters because unfinished construction is expensive in every setting: a family living around a half-finished kitchen, a business paying rent on a space it cannot open, a community waiting on a closed sidewalk. Our job is to finish what we promised, when we promised it.

From first call to final handover
Every project follows the same five stages, because predictability is the product.
Consultation
We learn what the project has to achieve, visit the site and give you a straight read on scope, budget range and timeline before anyone signs anything.
Design and preconstruction
We coordinate designers and engineers, price the work against real trade quotes, order long-lead items early, and resolve conflicts on paper, where changes cost nothing, instead of on site, where they cost plenty.
Permits and approvals
Every Ontario municipality runs its own building department and review process. We file with the right authority, answer plan-review comments and coordinate Ontario Building Code requirements, so approvals never become the surprise that eats your schedule.
Construction
Sequenced trades, a site-specific safety plan, quality checks before work is covered up, inspections booked to keep the job moving, and regular updates so you always know where things stand.
Closeout
Final inspections, a deficiency walk-through, as-built drawings, manuals and warranty documents. Then we hand you the keys to a finished space.
Why clients choose Harborline Sterling
Construction has enough variables without a contractor who goes quiet. Here is how we take them off your plate.
One accountable team
One contract, one point of contact, one builder responsible for the schedule, the budget and every inspection in between.
Principal-led
One of our founding principals oversees every project, so you get senior judgment, quick decisions and a direct line to the people accountable for the result.
Responsive
Calls returned promptly, questions answered the same day where possible, and problems raised early, while they are still cheap to fix.
Real numbers
Budgets built from real trade pricing, written change orders and plain-language cost reports. No surprises at the end of the month.
Ontario compliance built in
The Building Code, municipal approvals, the Occupational Health and Safety Act, WSIB and the Construction Act are part of how we plan from day one.
A clean finish
Inspections, deficiency lists, training, as-built drawings and warranties, so you take possession with confidence.
Qualified, insured and accountable

What kinds of projects do you take on?
Three kinds. Commercial construction, from new buildings and renovations to tenant build-outs, design-build and construction management. Residential renovation, from basements, kitchens and bathrooms to additions, driveways, decks and full-home renovations. And infrastructure and public works, including roads, sidewalks, street lighting, parks and underground services. If you are not sure where your project fits, call (647) 865-9381.
Do you take on small jobs?
Yes. A single room, a bathroom, a deck or a repair gets the same written scope, licensed trades and clean finish as a large project.
Can you build while my business stays open?
Yes. Occupied renovations and build-outs inside operating plazas, offices and centres are routine for us. We use phased scheduling, dust and noise control, agreed work hours and direct communication with your staff and neighbouring tenants.
Do you handle permits?
Yes. We file and manage permits with whichever municipality governs your site, whether that is Toronto Building or the building department in Mississauga, Hamilton, Barrie or anywhere else, and we coordinate Ontario Building Code requirements, inspections and any conservation authority approvals.
How much will my project cost?
Cost depends on the type of work, size, finishes and site conditions. Rather than quote a generic range, we price your project against real trade numbers, so the budget you approve reflects your actual scope.
Who carries out the work?
We plan, manage and take responsibility for your project, and specialist work is carried out by licensed, insured trade partners that we select, coordinate and supervise. You deal with one team throughout.
Who leads Harborline Sterling Construction?
The company is led by its co-founders and principals, Mansoor Alam Khan and Maqsood Mohammed. One of them oversees every project.
