Infrastructure and Public Works

Public works, built to public standards

Public infrastructure is used by everyone, so it has to be built right, built safely and documented completely. Harborline Sterling Construction Inc. delivers roads, sidewalks, curbs, street and site lighting, parks and playgrounds, sewers and watermains, and site preparation for public owners and private clients across Ontario.

We work to Ontario Provincial Standards and each owner's specifications, set up work zones to Ontario Traffic Manual Book 7, request locates through Ontario Dig Authority before every dig, and build accessible elements to the AODA Design of Public Spaces Standards where they apply. Progress payments, holdback and prompt payment are administered as Ontario's Construction Act requires.

Every project is overseen by one of our founding principals, Mansoor Alam Khan or Maqsood Mohammed, so decisions get made quickly and you always know who is accountable.

Questions

Frequently asked questions

Who do you work for?

Municipalities, regional governments, school boards, conservation authorities, housing providers, developers, property managers, condominium corporations, and commercial and industrial owners.

What standards do you build to?

To the owner's contract documents, which in Ontario usually reference the Ontario Provincial Standard Specifications and Drawings (OPSS and OPSD) and municipal standards, plus the AODA Design of Public Spaces Standards where they apply.

Do you bid on public tenders?

Yes, on tenders that suit our capacity. We review every requirement, including bonding, insurance and health and safety certification, and bid only where we meet them all.

Are bonds required on public projects?

Often. Under Ontario's Construction Act, public sector contracts of $500,000 or more require a performance bond and a labour and material payment bond, each covering at least 50% of the contract price. Many tenders also require bid security.

How do you manage traffic and public safety?

With traffic control to Ontario Traffic Manual Book 7, maintained pedestrian routes, clear public notices, and locates through Ontario Dig Authority before every dig.

Do you also work on private property?

Yes. We build and repair parking lots, sidewalks, lighting, servicing and site works for plazas, offices, industrial sites, schools, places of worship and condominiums.

What areas do you serve?

We are based in Toronto and work across Ontario. Our core service area runs from Hamilton and Halton through Peel, Toronto, York and Durham, and north to Innisfil and Barrie. For the right projects, we work anywhere in the province.

Planning roads, sidewalks, lighting or parks?

Put one accountable team in charge: on schedule, on budget, with permits and inspections handled the whole way.
